6-29-2020 Harbor and Beach Community Alliance charges violation of California’s Brown Act, which ensures transparent government processes and public access, during a regular public Board of Supervisors’ meeting June 23. The issue at hand was a proposed nine-month extension of a developer’s Exclusive Right to Negotiate for three land parcels at Channel Islands Harbor.
6/23/2020 Ventura County Board of Supervisors Steve Bennett requested reconsideration and to rescind his vote AFTER the next item was called – his vote changed the outcome in favor of the developer once again granting extensions for Exclusive Rights to Negotiate

The City of Oxnard’s denial of the County’s Local Coastal Plan Amendment (LCPA) was a win that temporarily stopped the project moving forward. But the County and the billionaire developers have not given up.
On January 27, 2020, the County filed an Override request with the California Coastal Commission. The County’s Override seeks to overturn the City’s LCPA denial. If the Coastal Commission approves this Override, the project will be able to go forward. We need the Coastal Commission to deny the County’s request for an Override.
An unsolicited development proposal for Fisherman’s Wharf was sent to the Board of Supervisors on Oct. 21 and copied to the Oxnard City Council. HBCA got a copy of the proposal through a Public Information Request to Oxnard.

Using the developer’s own architectural drawings, HBCA created a Scale Model. For the first time, the public can actually see the scale and density of the Fisherman’s Wharf project. The public can see the County and Developer’s promotional renderings are misleading.

“Equity demands more. Over the last five years, the commission has questioned whether we are doing enough to provide access for all to our beaches, a right guaranteed under the California constitution,” said Environmental Justice Commissioner Effie Turnbull-Sanders. “Achieving true equity requires us to first understand and own our history of disenfranchisement; then, work diligently and deliberately to create full and inclusive participation in process, policy and benefits. Now the real work begins.”
Pacific Coast Business Times: Troubled Waters for Harbor Plan
Monday’s meeting was meant to gather public input and allow Tellefsen and his partners to present their vision so that the city can determine the potential impacts. Although this is countyowned property, Oxnard has a role to play.
The Harbor & Beach Community Alliance does not oppose development at Channel Islands Harbor. We supported and continue to support the replacement of the hotel on Peninsula Road. We want Fisherman’s Wharf, which is the gateway to the harbor, revitalized but with the right development, one designed clearly for visitor serving and harbor related uses and with genuine public access as the priority.

As one of only 12 small-boat harbors left along the California coast, the Channel Islands Harbor is a rare and precious coastal resource within the city of Oxnard. Ventura County owns the harbor land and has shamefully allowed many of the moderately priced visitor-serving facilities, including Fisherman’s Wharf, the Casa Sirena Hotel on Peninsula Road and the Whale’s Tail restaurant on Harbor Boulevard, to deteriorate.

The County continues to be intractable. The County, in Lyn Krieger’s July 20, 2018, letter to the City repeats the request that the City’s Local Coastal Plan (LCP) be made to conform to its General Plan. This is contrary to coastal law. In the Coastal Zone, the LCP...
