Public Notice- the City of Oxnard is having a community workshop with the county of Ventura on
Monday, April 22 at 6 PM at the City of Oxnard Performing Arts Center
located at 800 Hobson Way.
They will be addressing a request by Channel Islands Harbor Properties to allow construction of 400 apartments at Fisherman’s Wharf.

April 12, 20194-12-2019 County Response to City Determination Completeness and request for clarification

April 2, 2019 – The City of Oxnard, in a letter dated March 21, 2019, has asked that the County provide them with further clarification as to significant issues with the County’s recent completed application for their 400-unit Apartment Project at Fisherman’s Wharf as the densities proposed will require sufficient water, sewer capacity, and parking and will also result in visual character changes.

The City has asked the County for a response by April 12, 2019, in order to properly evaluate their project and have tentatively scheduled the project for a Community Workshop on April 22, 2019PLEASE SAVE THIS DATE – WE NEED YOU TO ATTEND!!  We will notify you of time and place and any changes to the date if that happens.

The items requested include the following (2019-03-21-Determination_Completeness):

  1. Proposed parking does not meet Oxnard Zoning and City Codes. The project does not have enough parking.
  2. The proposed full access at center and southern driveway of Victoria Avenue is not acceptable to the City due to safety concerns which will impact the traffic study.
  3. Traffic Study did not consider truck traffic in their analysis which will impact the sufficiency of their traffic study.
  4. No View Analysis submitted by County or Developer. HBCA contends that the project will impede views to the water from both Victoria and Channel Islands Blvd.
  5. Several items/questions as to water and sewer capacity and the relocation or elimination of an existing sewer lift station.

The process for the city to review this project only requires three public hearings which are the Community Workshop (set for April 22, 2019), a City Planning Commission hearing and then a City Council meeting.

It is URGENT that the community be prepared to attend all meetings.  Please start alerting your neighbors and collecting email addresses – show them how to sign up on our website.  The County is only required to mail notification to residents within 300 feet of the project.
